Education (S) notification on scholarship confused and angered parents

Many parents of class V and class VIII passed students who had gone to submit form for state competitive Scholarship Examination as per a notification of the Directorate of Education (S) has expressed dissatisfaction as the authority in the ZEO office of Imphal denied submission of the application form for the scholarship saying that the state competitive scholarship examination can only be applied by those students reading in class V or class VIII.
In the notification dated December 15, 2021 published by the Director of Education (S), L Nandakumar circulated through newspapers, it has been mentioned that – the State Competitive Scholarship Examination for class V and class VII (for students who have passed their Class V and VII standards in the preceding year from Government/Government Aided/ Recognized Schools of Manipur) will be conducted on Sunday the 23rd January 2022 at various examination centers spread across 17 (seventeen) Educational Zones of Manipur.
Speaking to Imphal Times a parent of a student who had passed class V and studying class VI currently went to submit application for the scholarship to the department (ZEO Office Khuyathong). Surprisingly the official in the received counter told him that his son who is studying class VI is not eligible for the scholarship.
The notification stated that the State Competitive Scholarship Examination for class V and class VII is for students who have passed their Class V and VII standards in the preceding year from Government/Government Aided/ Recognized Schools of Manipur.
Other parents also called up to Imphal Times on the same issue. Bobby, a parent from Singjamei said that if the student who had passed class V is not eligible for the scholarship application then who are eligible for the scholarship as per the notification. It seems like the Education department is fooling the people by issuing confusing notifications to the parents. As per the notification, even those students studying class V are also not eligible.
