For the third day boycotting of online classes continues in the Government Colleges of Manipur as part of 6th Federation of Government College Teachers’ Associations (FEGOCTA), Manipur agitations. The situation could have been avoided if the Orders of Cabinet approval of 27th March 2021 were issued on time. Now the College teachers are asking; is the Government particularly Higher Education Department really concerned about the online classes and students during the Covid-19 pandemic? If the government was really serious then; why there are no Orders of 7th UGC Pay and Regulations, 2018?
FEGOCTA once again appeals to the Higher Education Department led by the Hon’ble Education Minister to issue Orders. Only when the Orders are issued as per MOU of 6th March, 2021, the online classes and examinations in the Government colleges can be restored. For the government College teachers the present 6th FEGOCTA agitations are the last resort for justice and to end single out and discrimination of only 2000 Government College teachers in Manipur. Where is the prestige of the Cabinet headed by Hon’ble Chief Minister if the Cabinet decisions are not implemented?
It is definitely not a good sign of good governance. It is a tragedy for higher education and students as well as society to cause the college teachers to feel a strong sense of discrimination, repeated betrayals, and suppression due to extraordinary delays. Final Cabinet approval could have been taken on 29th November 2019 or 11th February 2020, or 6th August 2020. Subsequently, the Orders could have been issued in December 2019 or February 2020 or August 2020. Is the Government really serious about the national education policy of UGC in Manipur? In other states without agitations by the colleges teachers, UGC policy has been implemented before Covid-19.
