If no orders, FEGOCTA to boycott Online Classes from July 1

Federation of Government College Teachers’ Associations (FEGOCTA), Manipur decides to boycott online classes and examinations in the Government Colleges including those in Dhanamajuri University from July 1, 2021. Such an unfortunate act will be in the case of failure to issue Orders of 7th UGC Pay and Regulations, 2018 by June 30, 2021. The Orders of 7th UGC Pay and Regulations, 2018 should be as per MOU of March 6, 2021 signed between the Government and FEGOCTA. On June 21, 2021 a reminder letter was submitted to the Hon’ble Education Minister, Chief Secretary etc. to issue the Orders by June 30.
The above decisions were taken in the Emergency General Body Meeting (GBM) of FEGOCTA held on June 28, 2021. The GBM was held on online mode through Teachmint and two Zoom meeting links. The GBM insisted that the Higher Education Department headed by the Hon’ble Education Minister should take the sole responsibility in case of disturbance on ongoing online classes and examinations from July 1, 2021. The Orders should be issued latest by June 30, 2021 as 7th UGC Pay cash payment is to be given from July, 2021.
The GBM condemned the failure of the Government to implement the national policy of UGC in Manipur since November 2, 2017. Such failure has been despite the 5th FEGOCTA agitations and 4th Cabinet approvals since 2019. The Government College teachers in Manipur have deep sense of demoralization and mental harassment due to discrimination, repeated betrayals and delaying tactics. As citizens of a democratic country, the college teachers have the moral, democratic and constitutional right to demand and protests against injustice and discrimination. The other States of India including BJP ruled States of Assam, Arunachal Pradesh and Tripura had already implemented national policy of UGC before the first Covid-19 pandemic.
