State Vigilance & Corruption Cell has formally lodged FIR against former Director NIT, Manipur Dr. Sarungbam Birendra Singh of Nambol Bazar under FIR No. 10(10)2020 V&AC PS U/s 120B r/w 13(1xcxd) of PC Act 1988 on alleged siphoning of huge amount of funds of NIT while he was serving at the said office during the period of 2012-15.
FIR was lodged against the said former Director NIT following an official complaint lodged by Registrar in charge of NIT Manipur before the State Vigilance Department during July this year in pursuant to the direction of Ministry of Human Resource Development, Department of Higher Education, Government of India for his systematic failure which has been amounting to the lost of crores of rupees which meant for the development of NIT Manipur during the year 2012-15.
The official complaint of NIT mentioned that, the Ministry, after thorough investigation into the matter which was placed before the Expenditure Finance Committee (EFC), wherein the Committee found that proper due diligence in spending public money which ultimately lead to huge cost escalation.
The official complaint also mentioned that, the matter was thereafter taken up in the meeting of the Committee of Secretaries (CoS) which decided to fix the responsibility for the lapses to Dr. S. Birendra Singh former Director of NIT Manipur who held responsible for such systematic failure and mismanagement of the funds leading to huge cost escalation, thereby, defrauding the Government of huge amount of public fund.
In the meantime, State Vigilance and Anti-Corruption Cell following the registration of FIR against the said former Director of NIT Manipur the said FIR has been further submitted before the Special Judge (PC Act), Imphal West, Manipur under memo No. 40/SP-V&AC Dated 29/10/2020, but unfortunately there is still no visible actions taken legally against the alleged accused by the police.
On the other hand it has been officially observed that failure of taking up actions against such alleged accused by the competent authorities might amount to encouraging corrupt practices by the government officials. Such act of systematic failure and mismanagement of funds for education sector was very unfortunate, said an official of the Department.
