It is the concern govt. dept. heads, not HAC which fails to submit report

Imphal, July 16: Apropos to our news item under the heading “HAC fails to submit administrative report for 5 years” that was reported in this newspaper on yesterday’s issue, we in the Imphal Times tenders our sincere apology to the Chairman, Hill Area Committee, (HAC) Manipur as it was the head of government departments which is responsible to submit the report and not the HAC.
It stands true that as according to the clause (2) Article 371 (C) of the Constitution of India, report of the HAC has to be submitted to the President of India through the governor of Manipur. However, the concern heads of government departments had failed to furnish the report for five years that is from 2011-12 till 2015-16. Source with the Imphal Times said that as the report has not been furnished, several queries have been raised at several forums including on the floor of the house of Rajya Sabha and Lok Sabha.
Following this, Chief Secretary of Manipur, O Nabakishore Singh had directed all concern secretaries, Principal Secretary, Commissioners to furnish the year wise report for the said mention years to the Tribal Affairs and Hills Department, which is the nodal department for Administration in the Hill Area, so that the nodal department can submit it to the President of India through the Governor of Manipur latest by July 20, 2016, the source added.
