Irregularities in appointment of 26 teachers at Kumbi College revealed by Governing Body: AMSU

The All Manipur Students’ Union (AMSU) has alleged that irregularities in the appointment of 26 teachers at Kumbi College have come to light following a statement reportedly made by a member of the college’s Governing Body.
In a statement issued by AMSU Secretary General Salam Changkhonba, the student body said that Governing Body member L. Ibomcha Meetei had disclosed during a meeting held at the college on March 9, 2026, that 26 teachers were appointed on a contract or temporary basis and that their Departmental Promotion Committee (DPC) process would be conducted later.
AMSU stated that the disclosure appears to confirm its earlier allegation made through the media on February 24, 2026, claiming that the appointment of 26 Assistant Professors at the college was carried out without following prescribed rules and guidelines.
According to AMSU, recruitment in government-aided colleges—whether on a contractual or regular basis—must adhere to guidelines issued by the University Grants Commission and the Directorate of Education (University), including proper notification, advertisement and the conduct of DPC proceedings. The union alleged that these mandatory procedures were not followed in the appointment of the 26 teachers.
The student body also questioned claims that the appointments were made under an order of the College Development Council (CDC) of Manipur University. AMSU said that when its representatives met the CDC Director for clarification, the official reportedly stated that the council had not issued any order authorising the recruitment.
According to the union, the CDC had inspected the college on November 4, 2025, and later issued a letter on November 28, 2025 permitting the introduction of a four-year undergraduate programme in ten departments under the National Education Policy 2020. However, AMSU said the council had not approved the appointment of the teachers.
AMSU further alleged that the recruitment process lacked transparency and demanded disclosure of details regarding the Governing Body meeting where the appointments were approved.
The union urged the authorities of Manipur University and the Higher Education Department of the Government of Manipur to investigate the matter and take appropriate action, including removal of the disputed appointments and fresh recruitment in accordance with established rules.
