Social worker Shanjoy Ahanthem has expressed concern that the recent Extraordinary Gazette Notification issued by the Manipur Government’s Home Department regarding the Census process may further intensify apprehensions among sections of the public demanding implementation of the National Register of Citizens (NRC) prior to conducting the Census.
In a statement, Shanjoy said that given the alleged influx of illegal immigrants into the state, it is essential to first identify and verify such individuals through mechanisms like the NRC or similar frameworks before proceeding with the Census.
Referring to the notification issued on March 22, he noted that the Home Department has scheduled the House Listing phase of the Census from September 1 to September 30, while the self-enumeration process is to be conducted from August 17 to August 31. He observed that the announcement has raised concerns among civil society organisations and members of the public who have been demanding that the Census be deferred until proper identification and deportation of illegal immigrants is completed.
Shanjoy Ahanthem stated that the demand is not for indefinite postponement, but for a temporary deferment until necessary verification measures are carried out. He also linked the issue to the ongoing tensions in the state since May 3, 2023, alleging that the presence of illegal immigrants from across the border has contributed to instability.
He further alleged that unchecked migration has led to demographic changes in certain areas and cited past Census data, particularly from 2001, which indicated unusual population increases in some hill subdivisions. He expressed concern that conducting the Census without proper verification could result in inaccurate data and potentially legitimise illegal residents as bona fide citizens.
Ahanthem also pointed to a recent order issued by the Sub-Divisional Officer of Henglep regarding the appointment of enumerators and supervisors, alleging irregularities in the selection process that could affect the credibility of the Census exercise.
In view of these concerns, he urged the state government, led by Chief Minister Yumnam Khemchand Singh, to take necessary steps to implement the NRC or an equivalent mechanism to identify illegal immigrants before proceeding with the Census. He stressed that safeguarding the interests of the indigenous population should remain a priority.
He further cautioned that although Manipur is a state within India, any action perceived as undermining the interests and future security of its people could lead to serious repercussions.
