Govt. sent draft proposal of the ILPS bill to JCILPS

State Government has sent the draft proposal of the ‘Manipur Regulation of Non-Local People Bill, 2016 for deliberation and to let the government know if there is any objection to the content from the side of the state government. Source said similar draft proposal had also been sent to all stakeholders including the Hill based Civil Society organization.
Mentioned may be made that the JCILPS has been urging the state government to produce and pass a legislation to check and control the influx of outsiders in the state by convening a special session before September 21 this year. Students’ Wing and the Women Wings of the JCILPS has been undergoing series of agitation in the last few days demanding introduction of the ILPS in the state. 
Meanwhile, representatives of the JCILPS Women Wing were today denied permission for meeting the Governor of Manipur. Report said that a team of JCILPS Women’s Wing led by its convenor Thongam (O) Apabi along with 10/15 members of the wing today went to the Raj Bhavan to seek appointment of the Government Dr. Najma Heptulla at around 3 pm today. However, Secretary to the governor had denied appointment to the governor as the governor is already scheduled for some other works.
Not satisfied with the attitude of the secretary to the governor the Women’s Wing volunteers after coming out from the Raj Bhavan staged a protest demonstration at Nityapat Chuthek. Speaking to reporters, Momon Leima, President, Chingmi Tammi Apunba Lup said that the Meira Paibis or the Women Activist in the state has been taking important roles at various stage of socio-political issues. She said the demand for the introduction of ILPS is for the protection of the people of the state.
On the denial for appointment to the governor by the Secretary, Momon Leima said that the governor should understand that those seeking appointment are elder women and she should at least spare some times for them. She said the appointment is not for personnel gain but for the interest of the people.
Later, the women’ wing activist return back to their office at Keishampat and later convened a meeting with the media persons.
