Governor Ajay Kumar Bhalla and Chief Minister Yumnam Khemchand Singh today highlights the importance of a modern, transparent and consumer-centric power sector for Manipur’s socio-economic development while addressing the first Foundation Day celebration of the Manipur Electricity Regulatory Commission (MnERC) at Hotel Imphal.
Speaking as the chief guest, Governor Bhalla said electricity has evolved far beyond being a basic public utility and has become a critical driver of economic growth, industrial development and social progress. He observed that reforms in the power sector have transformed electricity into a significant avenue for investment, innovation and business, making a robust regulatory framework essential to protect consumer interests and promote equitable and sustainable growth.
Referring to the vision of ‘Viksit Bharat 2047’, the Governor said a resilient, efficient and consumer-focused electricity sector would remain one of the pillars of national development. He expressed confidence that the Manipur Electricity Regulatory Commission would continue to uphold the highest standards of transparency, professionalism and sound regulation while contributing to the State’s long-term development.
Congratulating the Chairperson, Secretary, officers and staff of the Commission on its first Foundation Day, Bhalla said the occasion was an opportunity not only to celebrate the Commission’s achievements over the past year but also to reflect on its expanding responsibilities in ensuring a transparent, efficient and accountable power sector. He stressed that reliable, affordable and quality electricity is indispensable for Manipur’s economic progress and the well-being of its people.
The Governor also acknowledged the dedicated services of engineers, technicians, field personnel and support staff of the power sector, noting that their commitment, often under difficult circumstances, has ensured uninterrupted electricity supply across the State.
Chief Minister Yumnam Khemchand Singh said electricity has become one of the most essential requirements of modern society and is indispensable for the State’s socio-economic development. He pointed out that the steady growth in population and the increasing number of domestic, commercial and industrial consumers have brought new challenges to the power sector, requiring effective regulation and continuous reforms.
Expressing confidence in the Commission, the Chief Minister said MnERC would continue to undertake progressive and visionary initiatives aimed at improving electricity services and safeguarding the interests of consumers. He assured that the State Government would extend all possible support to the Commission in implementing measures to strengthen the power sector and ensure efficient service delivery.
Established under Section 82 of the Electricity Act, 2003, the Manipur Electricity Regulatory Commission is an independent statutory body mandated to regulate electricity tariffs for generation, transmission and distribution, issue licences to electricity utilities, oversee power procurement, facilitate intra-state transmission and electricity trading, promote renewable energy, adjudicate disputes among stakeholders and protect consumer interests by ensuring quality, continuity and reliability of electricity services.
