Fund diversion at RIMS goes uncheck as authority terminates internal auditor

Fund diversion at the Regional Institute of Medical Sciences went unchecked as authority of the institution had terminated the service of the internal auditor on October 20 last year. According to an official source, the then director of RIMS engaged one S. Manihar as the auditor of the institution to check the misappropriation of funds sanction for development of the institution.
As according to the bye laws of the RIMS, an internal audit section may be set up and manned by the employees of the Institute or such work of internal audit, if considered necessary, may be assigned to an independent professional firm. It was under this provision that one internal auditor, S Manihar, had been engaged by RIMS.
The said internal auditor was terminated by an order of the Institute on October 20, 2014, assuming his duty to be no longer required. But after his termination there is no mechanism to check the expenses and fund diversions internally.
A highly place source said that fund earmark for construction of Dental College and construction work of OPD and Hostel sanction by the Union Ministry of health and Family Welfare, which is around rupees 130 crores has been dissected and diverted for use of other purposes. And with the absence of the internal auditor the diversion of fund remain unchecked and thus unreported.
