Foul play alleged in the auctioning of 8 Vehicles by IMC Commissioner

Imphal, Aug 5: Opposition Corporators of the Imphal Municipal Corporation (IMC) today alleged foul play to the auction of 8 condemn vehicles by the Municipal Commissioner Th. Harikumar. Speaking to reporters at IMC office today afternoon opposition leader of the Corporation T. Indrajit said certain irregularities has been found in the process of auctioning 8 so called condemn vehicle by the IMC Commissioner. The matter was raised during the ongoing assembly session yesterday by opposition MLA Khumukcham Joykishan but the answer provided by the MAHUD Minister in Charge is not satisfactory , he added. As per government rules, auctioning of condemn vehicles need to be advertised in newspapers for wide publicity. Deputy Opposition leader G. Gaidon Rongmei, while speaking during the press conference said that no proper guidelines was followed while auctioning the 8 vehicles. He said the IMC Commissioner provided two vernacular daily newspapers where advertisement were published for the purposed. When enquired at the DIPR it was found that the newspapers that they produced turn out to be fact. While such a matter should be directed to the DIPR for publication as advertisement, the commissioner mentioned only for publication of the items as news to newspaper. The vehicles were to one bidder , which the Commissioner term as the highest bidder identified as N. Roben Meitei, Proprietor, M/ NRSR Automobiles Yairipok. The disposed vehicles includes Roller, TATA 407 Water Tanker, Tipper Trucks (Ashok Leyland-909), 2 Tractors, Mahindra jeep and an Ambassabor. MRP fixed for the condemn vehicles was 157500 and the firm price was 1,61m500 which meant that there is not much competition to MRP fixed and the firm price. (fig.1) The Corporators further said that as the vehicles were disposed on the ground that those were condemned, the transport department should not provide any registration numbers or certificate to these vehicles. On the matter of how the IMC Commissioner produced the two newspapers with the advertisement, it has been found that the DIPR has not received any such notice from the IMC for advertisement. And further it has also been confirmed that the received signed with seal of the DIPR is a fake one and there is no entry record for the said notification to the office memorandum on the date stated by the Commissioner IMC.
