Former Ukhrul DC Zuringla Kengoo honoured with The Indian Express E-Governance Award

Former Deputy Commissioner of Ukhrul Enoli/ Qlr. Zuringla Kengoo, an IAS officer, has been recognized with The Indian Express Excellence in Governance Award in the E-Governance category. The award was presented during the third edition of the prestigious event held on March 4, 2025, at ITC Maurya, New Delhi.
The Indian Express Excellence in Governance Awards is a biennial event celebrating District Magistrates across the country for their exemplary contributions to governance. Zuringla Kengoo was among the 16 winners selected from over 450 entries spanning 29 states. The rigorous selection process was overseen by a distinguished jury led by Wajahat Habibullah, former Chairperson of the National Commission for Minorities.
Kengoo received the award for her outstanding work on the “Manipur e-District Project,” an initiative aimed at revolutionizing government-to-citizen (G2C) services. The project introduced a single-access online platform for essential government services, significantly enhancing accessibility and administrative efficiency in the state.
Her recognition in the E-Governance category highlights her commitment to integrity, innovation, and service to the people of Ukhrul. The award is a testament to her role in leveraging technology to improve governance and streamline public service delivery.
The award ceremony was graced by Chief Guest Ashwini Vaishnaw, Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology. Dr. Jitendra Singh, Minister of State (Independent Charge) for Science and Technology, Earth Sciences, and other key portfolios, attended as the Guest of Honour.
Zuringla Kengoo was appointed as the 36th Deputy Commissioner of Ukhrul in May 2023, succeeding Krishna Kumar (IAS). Before her tenure in Ukhrul, she served as the DC of Kangpokpi district. However, her transfer from Ukhrul was met with strong opposition from local civil bodies, leading to weeks of protests, including the locking of the Ukhrul DC office and her official residence.
Despite the controversy surrounding her transfer, Kengoo’s work in the district remains impactful. Her dedication to governance through digital transformation has now been nationally recognized, reaffirming her as an important instrument of change in Manipur’s administrative landscape.
