The Federation of Haomee (FoH) has strongly condemned the Central government’s decision to extend the Suspension of Operation (SoO) agreement with the Kuki National Army (KNA) and Zomi Revolutionary Army (ZRA), calling it a direct affront to the people of Manipur.
FoH President Jadumani Sapamcha said in a statement that the Government of Manipur had already withdrawn from the SoO with these groups on March 10, 2023, after realizing the mistake of signing agreements with what it termed as “foreign militants.” He accused New Delhi of overriding the state’s stand by extending the pact on September 4, 2025.
The organization argued that the Manipur government reflects the mandate of the people, and ignoring its decision amounts to undermining the state’s rights. It warned that placing SoO camps in Manipur while claiming to maintain peace is a move that could destabilize the state and threaten its integrity.
The FoH asserted that if the camps were shifted outside Manipur to other Indian states, “99 percent of the problems” would be resolved. It questioned the Centre’s agenda in allowing SoO camps near the Imphal valley and along Nagaland’s border, suggesting it reflected a deeper political design.
Describing the move as dictatorial, the FoH cautioned that continuing SoO with groups it identifies as foreign militants would worsen tensions instead of solving them.
