FEGOCTA unhappy over government inaction regarding demand for 7th UGC Pay, sets November 27 as deadlines

The Federation of Government College Teachers’ Association (FEGOCTA) is unhappy with the state government’s inaction to their demand over the issue of 7th UGC payslips. In a meeting of the Executive Committee of FEGOCTA held today the teachers’ body sets a deadline on November 27 for implementation of the Cabinet approvals & Implement the Orders of 3rd July, 2021.
The Meeting of the Executive Committee of FEGOCTA also demanded to end discrimination of the Government College Teachers in Manipur by the government.
“If the Government fails by 27th November 2021, democratic movements, agitations etc. will be launched. There is no response to the requests made by FEGOCTA to the concerned authorities including a written submission on 3rd November, 2021. The nature of movements, agitations etc will be decided after getting the suggestions/decisions from the Teachers’ Associations of the Government Colleges, Manipur”, a statement of the FEGOCTA said.
It further added that the College Teachers in Manipur are feeling discriminated and demoralised. After over four months of the 7th UGC Pay orders, no Pay Slips have been issued till today. The Government fails to reply to the clarifications sought by AG Office even after two months. The college teachers in other States of India including Arunachal Pradesh and Assam were already granted 7th UGC Pay in 2018. For other employees of Manipur government 7th pay was granted in 2019. The employees of central government and other employees of Manipur Government working in Manipur are enjoying 7th pay. The College Teachers feel cheated and meeting expenditures with 6th pay on the same rising prices and without the increased rates of DA.
“The Government seems to be using delaying tactics on the national policy of 7th UGC Pay approved by Union Cabinet headed by the Prime Minister Narendra Modi. Why the government college teachers of Manipur should be left out of the Prime Minister’s Sabka Saath, Sabka Vikas and Sabka Vishwas in the Election time? Why there is failure to implement four Cabinet decisions on 7th UGC pay in Manipur since 2019? FEGOCTA appeals to the concerned authorities to issue 7th UGC Pay slips immediately. It will ensure the smooth functioning of the Colleges in post-Covid pandemic in Manipur”, the statement said.
7th UGC Pay was issued by the Government of India on 2nd November, 2017 for all the State Governments. FEGOCTA has been requesting the Government of Manipur to implement the national policy of both 7th UGC Pay and Regulations, 2018 since December, 2018. FEGOCTA launched 5th agitations resulting into 4 Cabinet decisions. The Orders of 7th UGC Pay and Regulations, 2018 were issued on 3rd July, 2021 after 6th FEGOCTA agitations.
