The Federation of Haomee (FoH), a socio-political body representing indigenous communities in Manipur, has submitted a series of memorandums via formal letters addressed to the Prime Minister’s Office, Ministry of Home Affairs, Raj Bhavan Imphal, and Rashtrapati Bhawan, New Delhi, to top authorities including Prime Minister Narendra Modi, Union Home Minister Amit Shah, the Governor of Manipur, and the Secretary to the President of India. The memorandums highlight the dire situation of internally displaced Meitei families due to the ongoing ethnic violence in the state.
The memorandums strongly criticize the alleged illegal immigration, settlement of foreign-based militant groups, and the central and state governments’ decision to sign and extend the Suspension of Operation (SoO) agreement with 25 Kuki militant organizations. The Federation accuses these groups of engaging in extortion, kidnappings, poppy cultivation, and armed attacks, resulting in widespread displacement of Meiteis.
According to the documents, more than 60,000 Meiteis have been forced into overcrowded relief camps, suffering extreme poverty, trauma, and lack of basic resources. The Federation demands the complete abrogation of the SoO agreement and urges the Union Government to provide immediate rehabilitation by offering regular government jobs and housing to displaced families. The organization appeals for urgent and decisive action, stating that without intervention, the displaced may continue to suffer for decades.
