In an age where artificial intelligence and technology shape the world, some individuals in Manipur remain trapped in deception, falling victim to fraudulent job schemes. A recent investigation by Imphal Times has uncovered a major scam involving an organization called Micro Surveillance Record (under WHO), Asian Chapter, which falsely appointed around 300 individuals under the pretense of posting them to various government health centres in Manipur.
According to our investigation, the affected individuals were asked to pay sums ranging from Rs. 1 lakh to Rs. 5 lakh in exchange for their appointment letters. The organization guaranteed them postings at government health centres, stating that the positions were temporary but likely to become permanent. These appointments were allegedly issued by one Kh. Rajendra Singh, who signed as the Project Director of Micro Surveillance Record. The organization claims to operate under the World Health Organization (WHO), Asian Chapter, and is reportedly based in Bishnupur Ward No. 7, Thaningkhin Gate, Manipur – 795126.
The appointment letters designated recruits to positions such as doctor with a salary of Rs. 40,000, data operator with Rs. 25,000 per month, supervisor with Rs. 22,500 per month, B.Sc. nursing staff with Rs. 22,500 per month, pharmacist with Rs. 21,500 per month, staff nurse with RS. 21,000 per month, lab technician with Rs. 21,000 per month, office assistant with Rs. 22,000 per month, and attendant with Rs. 16,000 per month, and they were posted at different government health centres. These letters also stated that the order was issued “in pursuance of the Medical Health Service vide Ref. No.1/ARSS/2016-DHS, Dated: 13/10/2016.”
Upon inquiry, the Director of Health Services, Government of Manipur, confirmed to Imphal Times that the department had no knowledge of these recruitments and was not related to the said organization.
Furthermore, the said organization has not deployed the appointed staff to any Primary Health Centre (PHC) or Primary Health Sub-Centre (PHSC) under the Government of Manipur. Instead, recruits were directed to submit their joining reports to an office run by Micro Surveillance Record (under WHO), Asian Chapter itself, rather than any government health centre.
Additionally, further investigation confirmed that the World Health Organization (WHO) does not have any entity called the ‘Asian Chapter,’ raising further doubts about the legitimacy of this organization.
This is not the first time fraudsters have exploited innocent job seekers by falsely claiming to offer employment in government organizations. The public must remain vigilant and apply only for official job vacancies advertised through newspapers and official websites. At the same time, authorities must take immediate action to prevent further exploitation and bring the perpetrators of this scam to justice.
