The Election Commission of India (ECI) on Sunday published the Draft Photo Electoral Rolls for all 60 Assembly Constituencies in Manipur under the Special Intensive Revision (SIR) of Electoral Rolls, 2026, with 19,34,399 electors, constituting 92.42 per cent of the State’s pre-revision electorate, included in the draft roll.
Addressing a press conference at the Office of the Chief Electoral Officer (CEO) at Lamphel, Chief Electoral Officer Arun Kumar Sinha said that out of 20,93,076 pre-draft electors, 19,34,399 submitted their Enumeration Forms during the exercise conducted between May 30 and June 28.
He said 1,58,677 electors (7.58 per cent) did not submit Enumeration Forms due to reasons including death, permanent migration, enrolment in other States or Union Territories, inability to trace the elector, duplicate enrolment or non-submission within the stipulated period.
The revision exercise identified 43,000 deceased electors (2.06 per cent), 1,08,283 electors (5.17 per cent) who had permanently shifted, remained absent or fell under other categories requiring verification, and 7,394 duplicate registrations (0.35 per cent). Election authorities said duplicate entries would be retained only at the elector’s valid place of registration.
Sinha clarified that publication of the draft electoral roll does not mean automatic deletion of the names of electors who failed to submit Enumeration Forms. He assured that no elector’s name would be removed without following due process, including issuance of notice, an opportunity of hearing and a reasoned order by the Electoral Registration Officer.
“Nobody can remove anybody from the draft electoral roll unless he has been given an opportunity of hearing. Only after hearing and passing a speaking order can somebody’s name be deleted from the draft electoral roll,” he said.
He said electors whose names are missing from the draft roll may still apply for inclusion by submitting Form-6, along with the prescribed declaration, during the Claims and Objections period from July 5 to August 4. Electors seeking correction of particulars or transfer of their enrolment to another Assembly constituency may submit Form-8 during the revision process.
The CEO said the Notice and Verification Phase will continue until September 2, during which Electoral Registration Officers (EROs) will scrutinise claims and objections, undertake field verification where necessary and dispose of all applications. Electors aggrieved by the final electoral roll will have the statutory right to appeal under the Representation of the People Act, 1950.
According to the draft roll, Manipur has 19,34,399 electors, comprising 9,40,446 male, 9,93,660 female and 293 third-gender voters. The roll also includes 20,442 electors in the 18-19 years age group.
The revision exercise was conducted across all 16 districts through a network of 60 Electoral Registration Officers (EROs), 84 Assistant Electoral Registration Officers (AEROs), 317 Booth Level Officer (BLO) Supervisors and 2,956 BLOs. The CEO’s office said 10 recognised political parties participated in the exercise, while the number of Booth Level Agents (BLAs) increased from 5,003 to 6,363, enhancing transparency and political participation. Special arrangements were also made through District Nodal Officers to facilitate the participation of Internally Displaced Persons (IDPs).
As part of the rationalisation exercise, the number of polling stations has been increased from 2,956 to 3,041, with 85 new polling stations established to improve voter accessibility. The Commission said no polling station now has more than 1,200 electors.
Election authorities have displayed booth-wise lists of Absent, Shifted, Deceased and Duplicate (ASDD) electors at the offices of Electoral Registration Officers and uploaded them on the CEO’s website to facilitate public scrutiny. The final electoral roll will be published on September 6, 2026, after disposal of all claims and objections received during the statutory revision period.
