CSOs demand discussions on Manipur crisis in upcoming Assembly session

Ahead of the 7th Session of the 12th Manipur Legislative Assembly, which is set to begin on February 10 with 11 sittings, several civil society organizations have called for immediate discussions on the state’s ongoing crisis. The appeal comes as Manipur continues to grapple with nearly two years of escalating violence, large-scale displacement, and worsening humanitarian conditions.
In a joint statement issued by the Manipur International Youth Centre (MIYC) along with 13 other organizations, concerns were raised over the plight of over 60,000 displaced individuals who remain in poorly managed relief camps without adequate basic amenities, healthcare, and sanitation. The statement highlighted the severe psychological trauma and deteriorating health conditions among those affected, blaming the lack of government intervention for their prolonged suffering.
The groups also raised alarm over the unchecked influx of illegal immigrants from Myanmar, stating that it has disrupted the demographic balance and intensified competition over resources. Despite repeated calls for the implementation of the National Register of Citizens (NRC) to address this issue, they noted that government action has been inadequate.
The statement further accused Kuki armed groups of carrying out violent attacks against civilians since May 3, 2023, resulting in significant loss of life and destruction of property. It criticized both the state and central governments for their failure to restore order, enforce the law effectively, and implement a comprehensive peace strategy. The signatories urged the Manipur Legislative Assembly to prioritize peace and stability by including the issue in the Governor’s address, allocating dedicated days for discussion on the crisis before budget deliberations, and implementing an unconditional ceasefire to pave the way for dialogue. They also demanded urgent humanitarian assistance, including better relief and healthcare measures, as well as the immediate deployment of security forces to reopen national highways.
Calling for a united stand, the organizations appealed to civil society bodies, student unions, youth groups, and Meira Paibi movements to push for a peaceful resolution during the Assembly session. They also urged the government to put an end to intimidation tactics and the filing of FIRs against women and Meira Paibi activists.
The statement was jointly issued by the Committee of Peaceful Coexistence, Manipur (CPCM), Meetei Meitei Tribe Union (MMTU), Federal Students’ Organisation, Kangleipak (FESOK), United Meitei Pangal Committee (UMPC), Committee on Relief & Rehabilitation (CRR), Kanglei Panas (KP), Yelhoumee Phurup (YP), Apunba Awonba Manipur Amagidamak (AAMA), All India Tanzeeme Insaaf (AITI), Imagi Meira (IM), All Manipur Meitei Pangal Clubs’ Organisation (AMMPACO), Youth Collective Manipur (YCM), and Nupi Union For Peace and Integrity (NUPI), along with MIYC.
