The Coordinating Committee on Manipur Integrity (COCOMI) submitted a memorandum to the Governor of Manipur and the Chief Secretary, reminding the government that only 23 days remain to fulfill its July 2025 commitment to resettle displaced families by December 2025.
The memorandum, based on a field visit conducted on 8th December to Leimaram Waroiching in Bishnupur district, highlighted the precarious conditions of resettled Internally Displaced Persons (IDPs). A total of 257 individuals from 64 families have been relocated from relief camps to Waroiching. Observers reported severe housing damage, including seven fully destroyed homes requiring reconstruction from the foundation, while many others need 70–80 percent repair before becoming habitable. The memorandum also noted inadequate sanitation facilities, with several houses lacking functional toilets, posing serious health and dignity concerns.
COCOMI urged the authorities to undertake a comprehensive house-wise assessment to recalibrate compensation and rehabilitation grants according to actual damages and prevailing reconstruction costs. The memorandum also called for prioritization of sanitation infrastructure, including toilets, drainage, safe water, and waste disposal.
Security arrangements at the village entrance were also flagged, as current deployments subject returning civilians, visitors, and aid workers to strict identity checks and delays. The committee recommended relocating security to border areas between settlement zones, ensuring safety while minimizing hardship for residents.
The memorandum also stressed the urgency of timely and humane implementation of rehabilitation measures, urging the government to issue necessary directives to district and village authorities to meet the resettlement deadline.
