The final photo electoral rolls for all 60 Assembly constituencies of Manipur were published today by the respective Electoral Registration Officers (EROs) in accordance with the directives of the Election Commission of India, putting the total number of electors in the State at 19,60,620.
The final electorate comprises 9,53,350 male electors, 10,06,962 female electors and 308 third-gender electors. The elector-population ratio stands at 51.99, while the gender ratio is 1,056 females for every 1,000 male electors.
The final figures were announced by Chief Electoral Officer Arun Kumar Sinha at a press conference held at Lamphel following the publication of the final rolls.
The publication marks the culmination of an extensive electoral roll revision exercise that began with 20,93,076 electors recorded as of May 18, 2026. Of the total, enumeration forms were received from 19,34,399 electors, while forms relating to 1,58,677 electors were not received.
The 1,58,677 electors were consequently excluded before publication of the draft roll. According to the categorisation provided by the CEO’s office, 72,473 were identified as shifted, 43,000 as deceased, 34,740 as absent, 7,394 as duplicate entries and 1,070 under other categories.
The draft electoral roll published on July 5 contained 19,34,399 electors.
The subsequent verification exercise identified 91,178 electors who remained unmapped, while 11,30,655 electors were found to have logical discrepancies requiring verification. Notices were issued to both categories, resulting in a total of 12,21,833 notices during the verification process, which continued until September 2.
Following hearings and scrutiny of documents, 26,362 electors were declared ineligible through speaking orders on grounds including unsatisfactory or inadmissible documentation, absence, death, shifting and duplicate entries.
Despite the substantial number of exclusions and deletions during the revision process, the final electorate increased by 26,221 compared to the draft roll. During the claims and objections period from July 5 to August 4, authorities processed 96,985 submissions, resulting in the addition of 56,871 electors and deletion of 30,650 names from the draft roll.
The figures indicate that the additions during the claims and objections process more than offset the deletions, resulting in a net increase in the electorate from the draft roll.
The electoral authorities have also provided for appeals against decisions of the EROs under Section 24 of the Representation of the People Act, 1950. An appeal against an ERO’s decision can be filed before the District Magistrate, with a second appeal lying before the Chief Electoral Officer, Manipur, in accordance with the applicable rules.
Meanwhile, the final electoral roll for service voters, with July 1, 2026 as the qualifying date, was also published today. The number of enrolled service electors stands at 20,819.
Copies of the final photo electoral rolls for all 60 Assembly constituencies were distributed to authorised representatives of recognised national and State political parties during a meeting held today.
Electors have been advised to verify their names and particulars in the final rolls through the offices of the EROs, Assistant Electoral Registration Officers and Booth Level Officers, or through the official website of the Chief Electoral Officer, Manipur.
