Chief Minister N. Biren Singh launched the egazette.mn.gov.in under the project ‘Digitization & e-Archiving of Manipur Gazette, Radio Frequency Identification (RFID) Based ID Card issuance System, Swagatam, Inventory Management System and the induction of E-Vehicle in General Administrative Department’s fleet of vehicles at the Chief Minister’s Secretariat yesterday.
The Chief Minister also launched 10 Faceless Services in Vahan Application of Transport Department, Government of Manipur.
Under the project ‘Digitization & e-Archiving of Manipur Gazette’, 1,079 Ordinary Gazette and 30,237 Extraordinary Gazettes spanning from 1950 to 2017 (67 years) have been successfully digitized and are uploaded at the website: egazette.mn.gov.in. Remaining Gazettes from 2017 to 2021 are getting uploaded. Public can download the digitised Gazettes from the website without coming to the library at the Directorate of Printing & Stationer, Manipur. The project is a step towards preserving historical records and enhancing accessibility to valuable information.
The RFID based ID Card will be issued for Officers/Staff working in the Secretariat. The card is linked to the Centralised Management Information System (CMIS) of Government of Manipur. Linking with CMIS has the added advantage of immediate verification of the authenticity of the ID Card through RFID and will reduce the scope of fake ID Cards.
Swagatam is an innovative initiative launched to simplify the process of scheduling appointments for citizens seeking to meet government officials. It aims to bridge the gap between the government and the common people by providing a hassle-free appointment system. While, the induction of electric vehicles in GAD’s vehicle fleet is a step toward India’s flagship scheme for promoting electric mobility.
The 10 Faceless Services of the Transport Department includes the Transfer of ownership in case of normal sale, Transfer of Ownership by Succession, Transfer of ownership of vehicle purchased in public auction, issue of duplicate RC, change of address in RC, Hypothecation addition/termination/continuation, No Objection Certificate, Information of RC particulars, Withdrawal of application and Mobile number up-dation (Aadhar based). With this initiative, the public can avail the above services through online mode and need not visit the Transport office for availing the same.
Speaking on the occasion, Chief Minister N. Biren Singh appreciated the officials of GAD, Transport Department and National Informatics Centre, Manipur for their efforts taken up to come up with the projects launched today. He continued that digitisation of gazettes has been a long due dream, adding that with the digitisation of old records, there would be no room for manipulation of records. Appreciating the officials on digitising gazettes from 1950 to 2017, he stressed the need to preserve important records for the future generations.
Regarding the Inventory Management System launched today, he stated that there would be transparency in purchase of items used for smooth operation of Government Offices. He further stressed the importance of responsibility and accountability of Government Offices.
Stating the merits of the induction of E-Vehicles GAD’s fleet of vehicles, the Chief Minister maintained that use of e-vehicles would help reduce various forms of pollution and, on the other hand, would reduce Government’s expenditure on petrol and diesel consumed on official vehicles.
During the programme, the Chief Minister handed over RFID based ID Cards to Chief Secretary Dr Vineet Joshi, Additional Chief Secretary M. H. Khan, Chief Electoral Officer, Manipur P.K. Jha, Secretary to Chief Minister N. Geoffrey, Special Secretary to Chief Minister Neilenthang Telien and a staff of General Administrative Department.
The launching programme was also attended by Ministers, MLAs, Chief Secretary, Security Advisor to Government of Manipur, Administrative Secretaries and officials of different Departments among others.
