President of the Manipur Pradesh Congress Committee (MPCC) K. Meghachandra has lambasted the BJP-led Manipur Government over its failure to convene a state legislative assembly session.
K. Meghachandrasaid that after the outbreak of the violence various civil society organisations and political parties, particularly the Congress party have been demanding a special or emergency session of the Manipur Legislative Assembly to draw the attention of the Parliament during the Parliament session. The BJP-led government didn’t convene the session for reasons best known to them. When it is constitutional obligation to convene a state legislative assembly session before September 2, the government again did not summon the session.
“As per Rules and Conduct and Business of the state Assembly we the MLAs should get a notice for the session by August 16, however, none of us received such notice which means that the government is not convening the state assembly session”, Meghachandra said adding that the BJP lead government is not only murdering democracy but they are bulldozing the democracy to completely wipe out from the state.
In connection with the emergency session, Meghachandra said that an emergency session can be summoned without issuing notification of 15 days. However, an emergency session cannot be replaced by a normal session. During a normal session, the MLAs will have no right to question the government as the speaker or the leader of the house can not answer to the MLAs. Even if the government convenes a special session, it is now clear that this BJP-led government is hijacking the rights of the people and the members of the state legislative assembly.
