Assembly Privilege Committee members fury over Babloo’s & Jachintha’s written statement; summons to personally appear

Human Rights activist Babloo Loitongbam’s written statement to the privilege committee of the Manipur Legislative Assembly regarding a remark against the members of the Manipur Legislative Assembly which went on live at a local cable TV programme on July 22, 2014 had angered the members of the committee on the ground that the content of the statement by him is even more derogatory and breach the privilege of the house.  An MLA who is also a member of the privilege committee while speaking to this reporter said that Babloo’s statement submitted in writing to the privilege and ethics committee amounted to breach the privilege of the house as instead of tendering apology he tried to justify his remark which was live telecast at a local TV programme. The committee while taking the matter seriously had directed state Assembly authority to use all possible strength for bringing him before the committee on January 29, 2015. Source added that the officials of the State Assembly Secretariat had anticipated the directives of the State Legislative Assembly Privilege and ethics committee to the Director General of Police and it is likely that if Babloo Loitongbam failed to appear before the committee, police might be used.
On the other hand, IAS Jachintha Lazarus, the present Deputy Commissioner of Senapati District and former Deputy Commissioner and the Electoral Registration Officer of Churachandpur district had also sent her statement in writing to the privilege committee mentioning about her inability to appear before the committee. A motion for breach of privilege has been taken up against the Deputy Commissioner following a complaint made by MLA Vungzagin Valte  for deletion of his name from the voter list in the Electoral Roll under Special Summary Revision -2014. The matter was brought to the notice of the state legislative speaker on March 3, 2014. Source said that the content of the written statement submitted to the privilege and ethics committee was not satisfactory to the members. The Chairman of the Committee, MK Preshow Shimray later directed the officials of State Assembly Secretariat to summon IAS Jachintha Lazarus on January 22.
