The All Manipur Primary Teachers Association (AMPTA) 2011 has urged the Governor of Manipur, Ajay Kumar Bhalla, to intervene and ensure the timely disbursement of pending 7th Pay arrears for primary teachers in the state.
According to an official press release from AMPTA, the Chief Secretary of Manipur, Dr. Rajesh Kumar, had issued an order on June 29, 2022, approving the disbursement of arrears under the Manipur Services (Revised Pay) Rules, 2019. The arrears, covering the period from April 1, 2019, to May 31, 2022, were to be released in three installments—July 1, 2022, July 1, 2023, and July 1, 2024. Teachers under the Old Pension Scheme (OPS) were to have the arrears credited to their GPF accounts, while those under the New Pension Scheme (NPS) were to receive the payments in installments.
However, despite the School Education Department allocating the necessary funds, AMPTA alleges that the final installment has not yet been released, causing financial hardship for many teachers. AMPTA highlighted that primary teachers have consistently performed national duties, including election duty, census work, disaster relief, and emergency COVID-19 assignments. Despite their contributions, the teachers have been deprived of their rightful arrears, raising concerns over financial injustice.
In its memorandum to the Governor, AMPTA stated that while the 7th Pay Commission arrears were sanctioned for teachers in the Department of Education (S) under orders issued by the Finance Department, the payments remain unfulfilled to date. The association has appealed for the implementation of equal treatment policies and called for immediate intervention to address the issue. AMPTA has requested the Governor to direct the concerned department to ensure that the arrears are paid without further delay. The association reaffirmed its commitment to advocating for the rights of primary teachers and urged the government to act swiftly for their welfare.
