The total verified cadre strength of the United National Liberation Front (UNLF) led by Pambei, which signed a peace agreement with the Government of India and the Government of Manipur on November 29, 2023, stands at 1,435, the Manipur Assembly was informed on Monday.
Replying to a question raised by Congress MLA Okram Surjakumar during the Question Hour of the ongoing Assembly session, Home Minister Govindas Konthoujam stated that the peace agreement with the Pambei faction of the UNLF remains in force and that the number of verified cadres so far is 1,435.
The Home Minister informed the House that ground rules for the implementation of the agreement have already been framed. He added that a monthly stipend of Rs 6,000 per cadre is being provided in accordance with the provisions of the arrangement. He said, “so far, government of India has released money and have been paid in five installments amounting to Rs 5,83,44,000. The five installments are for five months beginning with December 2023 till April 2024. We now have proposed to pay (Rs 5,16,60,000 round about) for the months from May 2024 till October 2024.”

According to official data shared during the session, the cadre strength of the Pambei-led UNLF is more than half of the combined strength of cadres belonging to the United People’s Front (UPF) and the Kuki National Organisation (KNO) which is a conglomerate of over 30 armed militant groups, which are currently under the Suspension of Operations agreement with the government.
