Are Manipur police not competent enough to deal with the Killers of Athuan Abonmei?

Late in the evening I come to know through the social media that govt of Manipur has written to home ministry to Institute an investigation by NIA of the broad day light abduction and murder of a very vocal citizen of India, Manipur to be precise. A man who always raised his voice for a united Manipur , a man who always talked about development of hill people, has been abducted in front of state security forces and central forces. And everyone knows who are the murderers , it’s open secret that they are the member of an armed strong extortionist, terrorist who are currently under peace talk with govt of India.(NSCN- I’M) This gang openly extorts money in front of Army camps, in front of Police stations, they extorts from every department, every ministry project sanctioned to the North Eastern States Nagaland, Manipur in particular, every government contracts to every vehicle plying on the National highways in Nagaland, Manipur and part of Assam. The rough estimate of the extorted money by this gang is almost equivalent to the state budget of Manipur.
I challenge the intelligence of the Indian security forces if they can deny the facts, deny the points I made, every retired Army officers who were posted there in the region, post their retirement happily shared me the truth but they were all silence while on service. WHY ?
I have a suspicion and it’s becoming more evident that govt of India under the pretext of cease fire agreement has given free hand to the NSCN IM to extort money, to kill anyone who raises questions against them.
I as a citizen of India question to the office of the concern democratic govt of my country.. Why are you remained as a mere spectator? Are you waiting for a war among the people of NORTH EAST INDIA?
