Security conundrum

3 non locals killed, another 4 seriously injured in a gruesome blast that occurred at the nose of the Manipur Legislative Assembly Secretariat. This is not the first time, just few days back a similar blast near Imphal city police station had killed one non local and injured several other. The other day the Additional director of Family Welfare was threaten with a hand grenade for monetary demands. The frequent bomb blasts as well as bomb threats to civilians in the heart of Imphal city is a serious threat to the security of state. It shows that state intelligent agency is completely paralyzed and people of the state are never safe as they may be a victim of such attack at any time or at any place. The presence of countless number of security forces with deadly weapon in and around Imphal city and their intervention to the movement of the common people appears as another obstacle rather than serving the purpose. Yesterday blast is definitely an indication about the needless of disturbing commuters in the name of checking for anti social elements in the roadside. There were several instances of people being detained unnecessarily just to prove the men in uniform doing something. In most cases the kind of happening occurred after a major incident like bomb blast and when the real culprit had successfully pave its way to a safe zone. It is being assumptive as none of the culprits involved had ever been arrested at any of the follow up action by security forces.
It is not about yesterday’s incident that we in the Imphal Times are blaming the state security system, but it is about many such instances like attacking the mostly guarded bungalow of the Chief Minister of the state for at least three times, blast inside the restaurant, Poana Bazaar etc. A case which can be recalled here is the way some militants planned a major blast inside the Governor’s bungalow some few years back. 
Another failure on the side of the state security force is its failure to check the flow of illegal illicit liquor and intoxicants. About the transportation of illegal drugs the police had seem to improve its intelligent network as there were reports of seizing many consignment. Yet, one wanders why the drug is still available in the state.
The presence of numerous police men inside the Paona bazaar and Thangal Bazaar also seems to be to discomfort the common people. It is an open secret of many hotels at Paona bazaar and Thangal bazaar are being utilized as flesh trade site. None of the policemen had ever raided or arrested any of the owners. Thanks to some of the civil society organization who sometimes volunteered in closing down some of the few such hotels.
The dry state of Manipur also now have secure location of selling Indian made foreign liquors and country made liquors.
In view of all these circumstances, there is no doubt in saying that state home department is completely paralyzed in the state.
