2nd emergency session of the Manipur State Legislative Assembly begins

3 Bills to protect Manipuri People tabled

Chief Minister Okram Ibobi Singh led Congress government today tabled three Bills to protect the Manipuri people as demanded by the Joint Committee on Inner Line Permit System.
Chief Minister Okram Ibobi Singh tabled the The Protection of Manipur Peoples’ Bill, 2015 (Bill No. 16 of 2015), Law Minister Th. Devendra tabled the Manipur Land Revenue and Land Reformed (Seventh amendment) Bill, 2015 (Bill No. 17 of 2015) and Labour Minister, I Hemochandra tabled the Manipur Shops and Establishments (Second amendment) Bill, 2015 (Bill No. 18 of 2015). The Bills were moved for consideration of the house.
The emergency session of the state assembly was compelled to call for the second time after the state government was unable to stand with the mass protest of the people for introduction of the Inner line Permit System in the state. 
Mentioned may be made that amidst public protest demanding withdrawal of the MRVT&MW Bill and also for introduction of an effective Bill to protect the people of the state, the eleven session of the 10th Manipur Legislative Assembly which began from June 26 was adjourned on July 10 without a single discussion on the issue. After the dead of Sapam Robinhood on July 8 the momentum of the mass protest reached its catastrophe and the government later called an emergency session on July 15 and withdraws the controversial MRVT&MW Bill with a motive to cool down the anger of the people. However, as the public protest rise instead of turning back with another additional demand for punishment of the police personnel involved in the Killing of Sapam Robinhood, the state was put into complete chaos with spontaneous and violent protest all over the capital town.
After rounds of talk with the member of the JCILPS the state government agreed to call another emergency session and thus the Bills were introduced today as according to the wishes of the JCILPS. However, none of the member of the house had moved the issue over the dead of Sapam Robinhood in today’s session. Neither there is likely to have any debate over the incident over the dead of the studnt in the next session scheduled on August 31.  The Bills introduced today will be deliberated on August 31 sitting and is likely to be passed by the house.
