Tribal Youth Council urges timely release of 7th Pay arrears to ADC employees

The Tribal Youth Council Manipur (TYCM), General Headquarters, has appealed to the Government of Manipur to avoid provoking unrest by further delaying the disbursal of 7th Pay Commission arrears to employees of the Autonomous District Councils (ADCs).
In a statement issued to the media, TYCM urged the authorities concerned to expedite the release of the pending arrears for the period from April 1, 2019, to March 31, 2023. The Council noted that this entitlement was assured under the Manipur Services (Revised Pay) Rules, 2019.
Citing Office Memorandum No. 1/10/2018-FD(PIC) issued by the Finance Department on July 28, 2018, TYCM pointed out that the 7th Pay Commission was to be implemented retrospectively from January 1, 2016, with actual effect from April 1, 2019, for all government employees. The implementation was later formalized through the Manipur Services (Revised Pay) Rules, 2019.
However, TYCM expressed disappointment over a contradictory memorandum—No. 1/2/2020-FD(PIC)—issued on December 8, 2021. According to this subsequent order, the State Cabinet, in its meeting held on January 4, 2022, had reconsidered the matter in view of the State’s financial constraints and decided that employees of District Councils not previously covered would receive the revised pay from April 1, 2023, without notional benefits.
TYCM reminded that the employees of the Autonomous District Councils have been granted 6th Pay Commission benefits since January 1, 2006, and asserted that there should be no ambiguity or delay in extending the 7th Pay Commission entitlements to them. It added that the non-implementation of the revised pay structure in a uniform manner across departments amounts to a violation of the constitutional Right to Equality.
According to data maintained by TYCM, around 8,000 employees are currently serving under various ADCs, contributing significantly to the development and upliftment of the hill tribal areas of the state. The Council warned that the lack of parity in pay implementation fosters a sense of discrimination and alienation among communities.
The statement concluded with a firm call for the Government of Manipur to honour its commitments and ensure the timely disbursal of the pending arrears to uphold justice and equality for all government employees.
