The People’s Progressive Alliance, Manipur, (PPAM) has submitted a memorandum to Governor A.K. Bhalla, urging immediate steps to restore a stable government and address the ongoing crisis in the state. The alliance, comprising leaders from 16 organizations, called for the swift appointment of a new Chief Minister, active engagement in peace negotiations, and the protection of Manipur’s territorial integrity against any possible division. They also stressed the need to promote communal harmony through structured cultural exchange programs.
The memorandum highlighted the devastating impact of the crisis that began on May 3, 2023, which has resulted in over 250 deaths, 31 missing persons, and the displacement of nearly 60,000 people. With thousands forced into relief camps, the humanitarian situation has worsened, further deepening communal tensions. The alliance urged the governor to take proactive steps in peace negotiations, ensure the dignified resettlement of displaced persons, and implement strong security measures to restore confidence among affected communities.
A key concern outlined in the memorandum was the territorial integrity of Manipur. The alliance referenced the Manipur Merger Agreement of 1949, asserting that under international legal principles, the state’s pre-merger boundaries should remain unchanged. Citing the doctrine of Uti Possidetis Juris, they argued that any attempt to alter Manipur’s boundaries would violate international law and India’s commitment to territorial sovereignty as a signatory of the United Nations Charter.
The alliance also emphasized the importance of communal harmony, calling for government-backed cultural exchange programs to rebuild trust among Manipur’s diverse communities. Initiatives promoting dialogue, traditional arts, and inter-community youth engagement were proposed to foster peace and reconciliation.
With uncertainty looming over the state’s governance and security, the People’s Progressive Alliance warned that any failure to address these urgent concerns could lead to further destabilization, impacting not just Manipur but the entire Northeast region.
