Imphal, Aug 13:

The Zeliangrong Civil Organisations (ZCOs), comprising the Zeliangrong Baudi, Zeliangrong Youth Front, and Zeliangrong Students’ Union, expressed their gratitude to MLA Leishiyo Keishing, former Chairman of the Hill Areas Committee (HAC) in the Manipur Legislative Assembly, for raising the issue of district boundaries during the recent Assembly session. They noted that Keishing had thoroughly explained the hardships and grievances faced by residents in SADAR Hills and Churachandpur districts, emphasizing the urgent need for district reorganization to ensure lasting peace and tranquility in the state.
The Zeliangrong community has long demanded the amalgamation of their villages, which were separated from Tamenglong district during the creation of the SADAR Sub-Division in 1933 and the upgradation of Churachandpur district in 1969.
The positive response and assurances provided by Chief Minister N. Biren Singh during the session were particularly encouraging. The ZCOs expressed confidence that the current government would finally address their longstanding demand for district boundary reorganization.
In 2011, a Committee on Re-Organisation of District Boundaries on Administrative Conveniences (CoRDBAC) was established, chaired by then Chief Secretary DS Poornia, with members including former DGP and Deputy Chief Minister Y. Joykumar Singh and Revenue Commissioner Raghumani. During public hearings conducted by the committee, Zeliangrong leaders and village chiefs presented their case, highlighting the challenges faced by their communities.
A public rally organized by the Zeliangrong Organisations in Imphal saw a large turnout of affected villagers, social leaders, and youth, who met with then Governor Gurbachand Jagat and submitted a memorandum detailing their grievances. In 2018, another committee, chaired by Retired Judge Binoykumar, was formed, but its activities and findings remain unclear, with no public hearings conducted.
