United NGOs Mission Manipur seeks Guv’ intervention

An application requesting the Governor of Manipur to intervene and provide immediate protection to a family has been submitted by United NGOs Mission, Manipur (UNMM) today by S. Radhapyari Devi, Convenor – District Women Committee, Imphal West District which is a constituent member. The application also sought the arrest of one Rajeshwor Phurailakpam  under  Article 21 of the Indian Constitution and under the provision of crime against women under the guide lines of National Human Right Commission and Manipur State Human Rights Commission and guide line under the UN Procedure of Violence Against women, its causes and consequences, as well as to conduct an investigation and carry out a fair trial.
According to the memorandum, M Manglem singh and his family comprising of his wife Thaballei @ Mira, two daughters and a son residing at Kakwa Maibam Leikai under Singjamei police station have fled their home since the night of 26 September 2020 fearing for their lives after one Phurailakpam Rajeshwor (52 years ) of the same locality who is presently employed as a cook at Manipur University, along with his two sons (namely Ph. Johnson @ Bobosana aged about 25 years, and Ph. Jupiter @ Naocha 23 years) physically assaulted the three women on 15 August 2020 causing serious injuries and requiring hospitalization. However, the accused person complained against the victim family to Singjamei police station and police registered an FIR against the victims (FIR No. 95 /8 / 2020 SJM PS.u/s 354 /325 /34-IPC dated 15th August 2020). The application alleged that the police repeatedly visited the residence of Manglem and threatened him with arrest without proper explanation. The application further mentioned that on 28th September 2020 a team of 11 members from UNMM visited the family of the victims but the delegation could not meet any of the family members because they ran away from their home after Singjamei Police came to arrest M. Manglem in relation with the case.
The altercation started when Manglem intervened as Rajeshwor started throwing big stones repeatedly to a minor boy swimming in the local pond who is a cousin of Manglem. The delegation received the information that Rajeshwor already committed crime against women in the area but the villagers could not report due to the fear as he is known to have political connections, and according to local sources Mr. Rajeshwor seems to be a habitual offender of crime in the area, the application added.
