Students’ bodies demand reinstatement of BOSEM Chairman

Six students’ organizations have condemned the removal of the regular Chairman of the Board of Secondary Education Manipur (BOSEM) on November 21, 2025, terming it arbitrary and detrimental to students’ interests. The post has been temporarily assigned to the Director of Education (S).
At a press meet held at the Manipur Students’ Federation (MSF) office this afternoon, Hijam Roshan, Co-ordinator of AMSU, MSF, DESAM, KSA, SUK, and AIMS, said the move violates the natural law of justice and Point No. 3 of the Department of Personnel & Administrative Reform’s office memorandum dated August 16, 2021, which mandates a three-month prior notice if a chairman’s deputation is to be curtailed.
The students’ bodies criticized the appointment of bureaucrats as heads of examination authorities, arguing it goes against their repeated demands for experienced teachers to hold such positions. They called the removal order “null and void,” warning that it could hamper BOSEM’s functioning and adversely affect students’ careers.
Roshan also highlighted the continued in-charge status of the Secretary and Controller of Examinations, despite long-standing demands for regularization, and accused the government of ignoring students’ voices while demoting the regular chairman in favour of bureaucratic in-charge appointments. The student organizations have appealed for immediate revocation of the removal order and the appointment of experienced teachers to key examination posts.
