The Socialist Students’ Union of Manipur (SSUM) has alleged that Manipur University’s ongoing recruitment process, particularly for Assistant Professor positions in the Department of Teacher Education, violates established regulations and should be put on hold until rectified.
In a press release issued by SSUM President S. Yaima Meetei, the student body referred to the university’s advertisement dated May 23, 2025 (Advt. No. 3/2025), which invited applications for 46 faculty posts—including Professors, Associate Professors, and Assistant Professors—across 19 departments. Of these, 15 posts were allocated to the Department of Teacher Education.
The SSUM expressed concern that the recruitment process failed to adhere to the National Council for Teacher Education (NCTE) Regulation, 2014, and its 2017 amendment, which, they claimed, supersede the general provisions of the UGC Regulations, 2018 for teacher education programs.
According to the NCTE norms cited by SSUM, B.Ed. programs require a 1:25 teacher-student ratio, mandating 16 regular faculty members for a two-unit intake. Similarly, M.Ed. programs must maintain a 1:10 ratio, requiring a minimum of 10 faculty members for 50 students—specifically 2 Professors, 2 Associate Professors, and 6 Assistant Professors. They stated that eligibility for M.Ed. faculty must also correspond with B.Ed. criteria as per NCTE’s Appendix-4 and Appendix-5.
The student body also raised objections to the undefined use of the term “Allied Subjects” in the recruitment notice, warning that it could lead to the inclusion of ineligible candidates and compromise academic standards.
The SSUM urged the university to immediately suspend the recruitment process and ensure compliance with the NCTE norms. It warned that failure to address these concerns could lead to legal challenges or student agitation.
