An Imphal Times investigation has revealed a wide-ranging fraud involving a self-styled health organization that claims affiliation with the World Health Organization (WHO). Operating under the name Micro Surveillance Record (under WHO), Asian Chapter, the group has allegedly misled more than 300 unemployed youths—including qualified doctors, nurses, and other health professionals—by offering fraudulent job placements across Manipur.
At the center of this unfolding scam is one Kh. Rajendra Singh, who styles himself as the Project Director of the purported WHO-linked body. Under the pretext of an international health surveillance initiative, Rajendra and his associates conducted what appears to be an elaborate recruitment drive, issuing appointment orders and deployment letters to candidates across the state, without any official sanction or registration with state health authorities.
The Exposure and Counter-Narratives
On March 26, 2025, Imphal Times first exposed the questionable activities of the group in a detailed report based on an interview with the Director of Health Services, Government of Manipur. The official confirmed that no agreement, understanding, or licensing had ever been granted to such an organization.
In response, the Project Director’s group began a disinformation campaign, circulating WhatsApp messages dismissing the report as baseless and asserting that legal proceedings had been initiated against Imphal Times. No evidence of any such proceedings has been found in either local or national legal records.
However, on April 29, 2025, the publication received a legal notice from a Delhi-based advocate, demanding a significant compensation. Curiously, the notice lacked a date of issuance and listed Rajendra as merely a “resident of Delhi”—omitting any concrete address or contact details. Investigations later confirmed that Rajendra is actually a resident of Wangoo village in Bishnupur district, Manipur.
Fake Appointments in State-Run and Private Institutions
Despite the exposure and lack of legitimacy, Kh. Rajendra continued to operate unabated. He issued multiple posting orders, falsely claiming government association. In one such order dated October 30, 2024, he appointed 18 technical and non-technical candidates to various Public Health Sub-Centers (PHSCs) under the Directorate of Health Services. A similar directive followed on February 10, 2025, involving eight more candidates, including a B.Sc Nursing graduate, for posting at PHC Lilong.
When approached, the concerned PHC and PHSC authorities outrightly rejected these appointments, citing the complete absence of any official authorization from the Directorate.
Following these rejections, Rajendra shifted tactics, directing candidates to join so-called “Public Hospitals” at six locations: Keibi, Pangei, Sangaiyumpham, Toubul, Toupokpi, and Wangoo. These facilities, though labeled as “public,” are in fact privately run and unlicensed. On March 3, 2025, another order deployed 20 selected individuals, including two doctors, to the Pangei center.
Imphal Times has confirmed through official sources that no hospitals under those names are registered or licensed with the Directorate of Health Services, further reinforcing the fabricated nature of the entire operation.
Coercive Money Collection from Recruited Youths
On May 22, 2025, another alarming notification emerged. The Project Director ordered the in-charges of all six unlicensed centers to collect “registration dues” from employees whose appointments were “incomplete” or “withheld.” Each was allegedly required to pay Rs. 20,000, either directly or via deductions from supposed welfare benefits. This aligns with earlier allegations that the organization had been extorting money from desperate jobseekers under the promise of stable health sector employment.
Candidates interviewed by Imphal Times stated they were originally told they would be placed at prestigious government institutions such as Regional Institute of Medical Sciences (RIMS) and Jawaharlal Nehru Institute of Medical Sciences (JNIMS). However, no formal documentation ever materialized. Later, the narrative shifted—candidates were told they would be posted at CHCs and PHSCs, and subsequently to the so-called Public Hospitals, none of which are legally recognized.
Ignored Warnings, Vanishing Accused
This is not the first time authorities were alerted to Rajendra’s activities. On January 15, 2025, the Chief Medical Officer of Bishnupur district submitted a written report identifying the operations of Kh. Rajendra Singh as fraudulent, urging prompt legal action. Two days later, on January 17, the then Deputy Commissioner of Bishnupur wrote to the Superintendent of Police, seeking an investigation. Despite these early warnings, no tangible legal action followed, and the accused vanished from public view.
Current Whereabouts and Continuing Threat
According to the latest intelligence gathered by Imphal Times, Rajendra is now believed to be residing in New Delhi. His location may be traceable through Advocate Summeet Chopra, a lawyer at Patiala House Court, who is believed to have handled his legal communications.
The continued operations of the Micro Surveillance Record (under WHO), Asian Chapter—despite multiple red flags—raise serious concerns about regulatory loopholes and the vulnerability of educated but unemployed youths in the region. The organization continues to impersonate institutional legitimacy and international association, with no oversight, while allegedly collecting money and issuing fraudulent documents.
Call for Accountability
Imphal Times calls upon central investigative agencies, health regulatory bodies, and the regional WHO office to urgently probe the legitimacy of this shadow organization. It also urges the Government of Manipur to launch a coordinated legal response, hold accountable those who ignored early warnings, and ensure that those defrauded receive justice.
