The Rongmei Naga Council Manipur (RNCM) has submitted a memorandum to Chief Minister Yumnam Khemchand Singh during his maiden visit to Leingangpokpi Police Outpost in Tatbung village, raising concerns over the jurisdiction of certain reserved forest areas in Tamenglong district.
In the memorandum, the council expressed concern over the extension of the Kaiphundai Reserved Forest under the Jiri Forest Division, stating that the area lies several kilometres within Tamenglong district. It also pointed to a similar proposal involving the Oinamlong Reserved Forest, which is likewise situated within Tamenglong but proposed to be placed under the Jiri Forest Division.
The RNCM stated that these developments are being viewed as a matter of serious concern by the local population, particularly in light of an interim order issued by the Manipur High Court. The council alleged that such administrative arrangements could amount to a constitutional breach, potentially affecting the rights of indigenous hill communities.
Citing Article 371(C) of the Indian Constitution, the memorandum underscored that the people of the hill areas are entitled to ownership and control over their land and resources. It cautioned that decisions taken without consulting stakeholders may have wider implications and could lead to discontent among local communities.
The council urged the Chief Minister to intervene in the matter and ensure that both the Kaiphundai and Oinamlong Reserved Forest areas are placed under the Tamenglong Forest Division. It also called for due consultation with all stakeholders to arrive at a resolution acceptable to the people.
Stating that the representation was made in the interest of maintaining harmony, the RNCM noted that addressing the issue in a fair and consultative manner would help avoid misunderstandings and promote peaceful co-existence among communities.
Copies of the memorandum were also submitted to the MLAs of Tamei and Tamenglong constituencies, the Principal Chief Conservator of Forests and Head of Forest Force, Government of Manipur, and the Deputy Commissioner of Tamenglong.
