Re-employment of Retired Prof. as Dean of CAU stayed by CAT

The Democratic Students’ Alliance of Manipur (DESAM) has stated that the Central Administrative Tribunal (CAT) Guwahati Bench has stayed the controversial re-employment of a retired professor at the College of Agriculture, Iroisemba, under Central Agricultural University (CAU), Imphal.
The case arose following an order dated 31st July 2024, which reinstated the retired professor, Indira Sarangthem, as Dean. DESAM had earlier objected to her re-appointment, citing the violation of University Acts and UGC guidelines that prohibit superannuated teachers from holding administrative posts. DESAM held a press conference on 4th August 2024, demanding a review of the order by the university authorities.
According to UGC guidelines, re-employment of retired teachers can only occur when there are unfilled sanctioned posts for over a year, and such teachers cannot hold administrative or financial responsibilities. However, Indira Sarangthem was reinstated to her previous role, which was challenged legally.
On 13th September 2024, CAT stayed the order until further hearing. The tribunal has directed the respondents to submit their written statements within four weeks, with a rejoinder to be filed by the applicant thereafter. The next hearing is scheduled for 7th November 2024.
