Preparations are underway across Manipur for the Special Intensive Revision (SIR) of electoral rolls with July 1, 2026 as the qualifying date, following directives issued by the Election Commission of India.
District administrations have started issuing notifications, opening help desks and mobilising election officials for the revision process scheduled to begin later this month.
According to a notification issued by District Election Officer and Deputy Commissioner of Chandel, Heemant Kumar, IAS, the SIR exercise will include preparation, training and printing from May 20 to May 29, followed by house-to-house visits by Booth Level Officers (BLOs) from May 30 to June 28. Publication of the draft electoral roll has been scheduled for July 5, while the final electoral roll will be published on September 6.
The notification stated that 80 BLOs engaged in the 41-Chandel (ST) Assembly Constituency will conduct door-to-door enumeration during the revision period. Electors may submit Enumeration Forms either through BLOs or online via the Election Commission website. Political parties have also been urged to appoint Booth Level Agents (BLAs) to ensure transparency and wider participation in the revision exercise.
Meanwhile, the District Election Officer of Kakching, U. Chaitanya, IAS, has opened a dedicated help desk for facilitation of SIR-related services at Room No. A-43 of the Deputy Commissioner’s Office building. The help desk will remain functional throughout the revision process. Helpline numbers 1950 and 9874130576 have also been provided for public assistance. Three officials have been deputed to manage the help desk and assist electors.
Alongside the electoral revision exercise, district administrations are also intensifying awareness campaigns under the nationwide Information, Education and Communication (IEC) initiative titled “Jan Bhagidaari – Sabse Door, Sabse Pehle” under PM-JANMAN and DA-JGUA.
In Imphal East, Deputy Commissioner Dr. Nivedita Lairenlakpam informed that the IEC campaign will be conducted at Keikhu Kabui Village from May 18 to May 25 to ensure awareness, enrolment and delivery of benefits under various government schemes.
Similarly, the Tengnoupal district administration has directed all SDOs, BDOs, District Level Officers and stakeholders to organise campaign activities across identified DA-JGUA villages and ensure wide publicity through print, electronic and social media platforms. The launching programme of the campaign will be held at the SDO Camp Office, Khangshim, on May 18.
On May 16, Chief Electoral Officer (CEO), Manipur, convened a meeting of all recognised political parties and discuss modalities of the revision exercise and ensure coordination among stakeholders. Officials informed that a total of 2,996 Booth Level Officers (BLOs) and 5,003 Booth Level Agents (BLAs) will be engaged in the statewide revision process.
According to the schedule, preparation, training and printing activities will be conducted from May 20 to May 29, while BLOs will carry out house-to-house voter enumeration from May 30 to June 28. The household survey is targeted to be completed by June 28.
The draft electoral roll after SIR will be published on July 5, 2026. Claims and objections may be filed from July 5 to August 4, while disposal of claims and objections will continue till September 2. The final electoral roll is scheduled to be published on September 6, 2026.
As per official records, the total number of electors in Manipur currently stands at 20,91,999.
