Parliament Stalemate: Opposition protest over Bihar roll revision halts proceedings

The fourth day of the ongoing Monsoon Session of Parliament witnessed repeated disruptions as opposition members continued their protests, forcing multiple adjournments in both the Lok Sabha and the Rajya Sabha. The proceedings in both Houses were ultimately adjourned till 11:00 am on Friday, July 25.
The uproar stemmed primarily from opposition demands for a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. Members raised concerns about the possible disenfranchisement of marginalised communities. The Rajya Sabha was first adjourned till 2:00 pm following the commotion, before being adjourned again for the day. Lok Sabha also saw similar scenes and was adjourned amid chaos.
Amid the disruptions, Rajya Sabha continued its discussion on The Carriage of Goods by Sea Bill, 2025, introduced by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal.
Earlier in the day, Rajya Sabha bid farewell to six retiring members from Tamil Nadu — M. Mohamed Abdulla (DMK), N. Chandrasegharan (AIADMK), Anbumani Ramadoss (PMK), M. Shanmugam (DMK), Vaiko (MDMK) and P. Wilson (DMK), with members across parties lauding their contributions. Wilson has since been re-elected.
Meanwhile, newly nominated MP and Special Public Prosecutor Ujjwal Nikam took oath as a member of the Rajya Sabha. Nikam, known for leading the prosecution in the 26/11 Mumbai attacks case, was nominated by the President earlier this month.
In a significant moment in the Lok Sabha, Congress MP Manickam Tagore moved an adjournment motion seeking urgent discussion on the Bihar voter roll revision. Tagore termed the revision as a “national emergency for democracy,” warning that it could set a dangerous precedent for electoral manipulation across the country.
In Rajya Sabha, Deputy Chairman Harivansh Narayan Singh rejected nearly 30 adjournment notices moved by opposition members, including one under Rule 267 by IUML MP Abdul Wahab. The notice sought discussion on the “unexpected resignation” of Rajya Sabha Chairman and former Vice President Jagdeep Dhankhar. Opposition MPs have questioned the circumstances surrounding his resignation, suggesting internal differences as a possible reason.
