PAPPM submits memorandum to Governor, calls for urgent action

The People’s Alliance for Peace and Progress, Manipur (PAPPM), has submitted a memorandum to the Governor of Manipur, A.K. Bhalla, urging decisive action to restore peace in the state. The memorandum, signed by PAPPM President M. Bobby Meetei, outlines key concerns and policy recommendations to address the ongoing unrest.
PAPPM has called for a crackdown on illegal immigration and the establishment of a transparent mechanism for identifying and addressing the issue. The organization has also urged strong enforcement measures against poppy cultivation and drug trafficking, ensuring accountability for those involved. Additionally, it emphasized the need for the protection of reserved and protected forests, with stringent actions against encroachment.
The memorandum highlights that the ongoing unrest in Manipur is deeply rooted in political agendas that conflict with the aspirations of indigenous communities. PAPPM pointed to past incidents, such as the violent opposition to the Inner Line Permit (ILP) system in 2015, where a peaceful rally in Moreh was attacked, leading to the destruction of Meitei-owned properties. The group asserted that such actions reflected the conflict between Kuki political interests and the broader welfare of Manipur’s indigenous people.
PAPPM reaffirmed the Meitei community’s commitment to peaceful coexistence but stressed the need to address critical issues, including illegal immigration, drug-related activities, and forest encroachment. The organization also opposed political agendas that promote instability and praised recent statements by Thadou representatives supporting measures against these challenges.
The group further commended the efforts of Chief Minister N. Biren Singh in countering disruptive influences but expressed concerns over external political support for Kuki interests. PAPPM warned that without firm policy interventions, lasting peace in Manipur would remain unattainable.
