NHRC directs state Govt. to submit Forensic report of Langpoklakpam Bimolchandra killing case

Imphal, July 25: National Human Rights Commission of India has directed the state government to submit the forensic science report to the alleged extrajudicial killing case of Langpoklakpam Bimolchandra Singh.

The victim Bimolchandra was killed in alleged encounter by a combined force of police commandos and 12 Maratha Li at Changangei Mayai Leikai in Imphal west on July 4, 2008. The encounter theory was however rejected by local people and the family members claiming that Bimochandra was killed in cold blood after being arrested by the Manipur Police commando.

According his wife, Langpoklakpam (O) Rani Devi, her husband Bimolchandra was arrested and killed by the Police commandos.  

Locals alleged that Bimolchandra was picked up by a team of Manipur Police Commando at around 9 a.m. from near a shop and took away in their vehicle towards Changangei. His NV-scooter was driven away by one of the Policemen.

Police alleged that Bimolchandra was killed in police retaliation while he was attempting to throw a bomb to the security personnel at U-Checkon.  Arms and ammunition were reportedly recovered from his possession.

Earlier in October 24, 2013, the NHRC has directed the Manipur Government to complete the final report of the case and submitted it within eight weeks. However, as Manipur Government had failed to follow the directives, the NHRC has once more directed the state government to furnish the Forensic report by September 15, 2014. 

In August 2010, the state government had commission a magisterial enquiry into the case in compliance with the directive of the National Human Rights Commission. However, details of the finding have been reserved with the government authority.
