Imphal, Aug. 4: Joining the peoples’ movement for implementation of the Inner Line permit System in the state, Manipur Peoples’ Party (MPP) today staged a sit-in-protest in front of their office premises located near Polo Ground Imphal. A memorandum was also submitted to the governor of Manipur VK Duggal regarding the matter.The memorandum stated that the Inner Line Permit System was lifted by the then Chief Commissioner of Manipur, Shri Himat Singh on 18th November, 1950 without consulting the then Local Administrators and the people of Manipur.It said due to the effect of lifting of the Inner Line Permit System in Manipur, many non-indigenous people/migrants from outside the state of Manipur and many foreign nationals (Nepalis, Bangladeshis and Burmese) who have been coming to the state of Manipur have now settled as indigenous people of Manipur which are shown in the statistical data of Manipur population in the ratio of 3:1 in the 2001 census.But virtue of such migrants from foreign countries and other neighbouring states; in Tripura, for example, Tripuris have now been lost their indigenous rights and customary laws. They are now minority in their own state. The Manipur People’s Party, therefore, feel that the long history and culture of indigenous people of Manipur which is more than 2000 years old will be vanished very soon if the Inner Line Permit System is now restored to the state of Manipur immediately, the memorandum added.The memorandum further added that in the declaration of International Human Rights by the United Nation Organisation (UNO), “The Rights of Indigenous people of the earth shall be preserved.”
