The Manipur Naga Youth Organisation, Head Quarter (MNYO-HQ), has voiced strong opposition to the Hill Area Committee’s (HAC) recent actions, particularly Resolution No. 59/2024 passed on October 14, 2024, under the leadership of Dinganglung Gangmei, Chairman of the HAC. The organisation expressed grave concern over what it deems an unconstitutional and undemocratic resolution that violates democratic norms.
Resolution 59/2024 was introduced in response to the cancellation of the caretaker chairmanships of the Autonomous District Councils (ADCs) through an order issued by the Government of Manipur (Order No. TA501/1/2022 e-TA&H). The resolution proposes the formation of temporary committees for each ADC, consisting of 20 members, including 18 selected from former ADC members, local governance experts, and intellectuals, alongside two nominees from the Government of Manipur. These committees are set to operate until the next ADC elections.
The MNYO-HQ has raised concerns over the invocation of Article 371C of the Indian Constitution to justify the formation of these temporary committees. The organisation believes that this approach undermines democratic governance and compromises grassroots representation. They argue that the decision was made without adequate consultation, setting a dangerous precedent for the governance of hill areas in Manipur.
While the MNYO-HQ refrained from commenting on the timing of the next ADC elections, they firmly oppose the undemocratic process that led to this resolution. They view it as a direct threat to grassroots democracy in Manipur and fear that, if left unaddressed, it could erode the broader democratic framework.
The MNYO-HQ has called on the Governor of Manipur, as the custodian of Article 371C, and state authorities to reverse the resolution and take immediate steps to protect grassroots democracy. The organisation expressed confidence in the leadership of the Governor and urged swift intervention to safeguard the democratic rights of the people of Manipur.
