MMDO Assam seeks ILP exemption for Manipuris in Assam, Tripura

A delegation of the Manipuri Muslim (Pangal) Development Organisation (MMDO), Assam, led by its President Md. Abdul Nur Choudhury, called on the Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan, Imphal, today. The delegation, comprising five members, submitted a memorandum seeking consideration for the exemption of Manipuris—particularly the Meitei Pangal community residing in Assam and Tripura—from the Inner Line Permit (ILP) requirement when entering Manipur.
The memorandum highlighted that the Manipuri Muslim community living outside the state shares deep-rooted historical, cultural, and ancestral ties with Manipur. It stressed that the community should be regarded as part of the same social and ethnic lineage, deserving of free access to their ancestral land without the procedural barriers of the ILP system.
During the meeting, the delegation expressed concerns that the ILP requirement has caused practical and emotional hardship for Manipuris living in neighbouring states who frequently visit Manipur for cultural, religious, and familial reasons.
Governor Ajay Kumar Bhalla gave a patient hearing to the delegation and assured that the matter would be examined for appropriate consideration.
