Manipur Information Commission today bids farewell to outgoing Chief Information Commissioner, Oinam Sunil in a ceremony held at Debala Multipurpose Auditorium, Sangai Bazar, Hiyangthang.
Oinam Sunil, the former Bureau Chief of The Times of India (North East) and (Late) Dr. Soibam Ibomcha, IPS were appointed as Information Commissioners of Manipur’s State Information Commission on September 21, 2018. He stepped down as State Chief Information Commissioner on September 21, 2023
Sunil is the first journalist to be appointed as the Information Commissioner for Manipur. He is also among the first journalist to use effective RTI techniques in news publications. As a journalist, he wrote multiple pieces of news based on information acquired through RTI.
During his stint as Chief Information Commissioner, he delivered a number of significant decisions. Not only that, but he has done plenty of work to strengthen the Manipur Information Commission Office, including creation of staff post, allocating a separate budget for the commission, and granting DDO authority etc. Previously, all MIC budgets were subject to the GAD, which hampered MIC in all financial transactions.
All staffs of the MIC congratulate him for the honours he has brought to the organisation, which has elevated it to the status of India’s foremost information commission.
Let’s take a look at some of the significant judgement by Oinam Sunil during his tenure as CIC:
Allowing three candidates of the MCSCC main examination-2016, which was held in the year 2022, to inspect all of their respective answer sheets: In a landmark judgement, Oinam Sunil Singh has directed the SPIO of Manipur Public Service Commission (MPSC) to allow three candidates of the MCSCC mainexamination-2016, which was held in the year 2022, to inspect all of their respective answer sheets.
The three candidates, Begum Khaleda Bogie, Nawaj Sharif, and Kh. Robindro Singh, filed their respective RTI applications on November 24, 2022,January 12, 2022, and December 8, 2022, to the SPIO/Deputy Secretary, MPSC, seeking information in connection with the Manipur Civil Services Combine Competitive (Mains) Examination 2016 held in the year2022 from May 26th, 2022, to June 1, 2022, under Section 6(1) of the RTI Act, 2005.
Recommending disciplinary proceedings and imposing penalty against the SPIO of MTDC:
Oinam Sunil Singh recommends disciplinary proceedings against the SPIO of Manipur Tribal Development Corporation Limited for his reputed failure to furnish complete information without reasonable cause and also imposed penalty of Rs. 11750.
After recommendation of disciplinary proceedings and imposition of penalty, the SPIO furnished the sought information.
Directing MSPDCL to provide all documents relating to SAUBHAGYA scheme:
The SPIO of Manipur State Power Distribution Company Limited has fought every means possible to avoid providing documents pertaining to implementation of Saubhagya Scheme in Manipur.
Following a series of hearings and examinations of all documents by MIC, Oinam Sunil has directed that all documents related to Saubhagya Scheme.
