MGSF questions lack of teacher transfer policy

The Manipur Government Services’ Federation (MGSF), Jiribam Branch, has criticised the state government over the absence of a transparent transfer and posting policy for teachers, alleging that arbitrary transfers are disrupting academic activities and weakening government schools.

In a press statement issued by its publicity secretary, M. Romeo Singh, the federation alleged that teacher transfers were frequently influenced by political interference and favouritism rather than student-teacher ratios and institutional requirements.

It said transferring teachers midway through academic sessions without providing replacements disrupted classroom teaching and created unrest, sometimes prompting student organisations to launch protests and shut down schools.

Highlighting the situation in Jiribam, the federation cited the recent transfer of the sole Computer Science teacher of Jiribam Higher Secondary School to Imphal without a replacement. The move reportedly triggered protests by student organisations, which shut down the institution.

The MGSF questioned the government’s commitment to improving public education and implementing the School Fagathansi Mission when schools continued to face shortages of teaching staff.

The federation said various organisations and civil society groups had repeatedly called for a clear, rules-based transfer policy but alleged that the government had failed to take adequate action.
