The United Women Rights Defenders (UWRD) has submitted a memorandum to the governor of Manipur Dr.Smt. Najma Heptulla, drawing her attention to the alleged gang rape and murder of a 14 years old girl at a place under Mayang Imphal Police station.
The memorandum stated that the minor girl was kidnapped on September 1 by 5 people led by Phusam Majja Khan s/o Sikender Ali of Heibongmakhong Leikai under Mayang Imphal Police Station. Mr. Md. Salim s/o Md. Majahar of Heibongmakhong is suspected to be the son of the brother -in-law of the MLA of the area who brought two rapists to the police and surrendered. For a long time police find it difficult to arrest rapists because of such act of organized crime.
It said that the child was systematically and inhumanly tortured, raped repeatedly by 5 persons.
The UWRD urged the governor of Manipur to give strict directives to the SP of I/W and OC of Mayang Imphal to register the case under POCSO Act and also to register the case under CrPc – Ss 372 and 377-(IPC)-Ss 364 A and 34 of kidnapping and under section 376 of the IPC in connection with the brutal incident.
The organization also urged the governor to direct the Social Welfare Minister to provide immediate relief and compensation to the victim family directly, not through some or any other organization and provide rehabilitation for the victim family.
It also urged the governor to communicate and meet the Prime Minister and Union Home Minister of India to commission a committee with three persons including women Chair by one retired Justice of Supreme Court of India to make strategic assessment of cases of rape, rape and murder and serious case of crime against women in Manipur at the earliest.
