Memorandum submitted for taking up welfare programme for differently abled people IT News

Imphal, April 10: Relief Centre for the Welfare of Differently Abled Persons, Manipur today submitted memorandum to the Governor and  Chief Minister of Manipur for taking up various welfare measures for the differently abled people of the state.

The demand put up in the memorandum are-

1. To frame State Disabilities Policy.

2. The office of State Commissioner of Disabilities should be strengthened, assisted by Commissioner and an Advisory Committee comprising of not more than 11 members drawn from experts in various disabilities as mention in Right of PWDs Act, 2016.

3. All scheme sponsored by Government of India and State Grant-in-Aids should be monitored by State Commissioner for Persons with Disabilities, Manipur.

4. The State Commissioner should act as regulatory body and Grievance Redressal agencies and also monitor implementation of the Right of  PWDs Act,2016.

5. Disabilities certificate should be issued after assessment within one week.

6. Implementation of 4% reservation under Chapter VI, Section 34(i) Right of Persons with Disabilities Act,2016 against the recent notification for the Recruitment of Government Department including the number of posts reserved for persons with disabilities- current as well as backlog – as required by law. Ensure all backlog of vacancies to be filled.

7. The State Government should launch public awareness campaign about the special recruitment drive and the 4% reservation, Barrier free environment should be ensured in all Government and public buildings.

8. All the students with disabilities, particularly blind, should be provided Computers with necessary screen reader software, digital books and other necessary aids and appliances required for their study in all schools and colleges.

9. All the passenger vehicles should be modified for barriers free accessible.

10.  Installation of auditory signals at red lights in the public roads for the benefit of Persons with Visually Impairment.
