Meetei Erol Eyek Loinasillon Apunba Lup, Kangleipak (MEELAL), has appealed to the Governor of Manipur, Anusuiya Uikey, urging for the delivery of the inaugural speech of the Governor’s Assembly in English.
Speaking to media persons at its office at Imphal near IMC office, MEELAL President Khaidem Ingocha advocates for the incorporation of the Meetei Mayek Script for official transactions of the House recorded in the Manipuri language, alongside the current usage of the Bengali Script.
He said that a memorandum had been submitted to the governor on February 20 regarding the matter. In the memorandum submitted to Governor Anusuiya Uikey, MEELAL underscores its steadfast commitment to safeguarding and promoting the Manipuri language (Meeteilon) and its ancient script, Meetei Mayek. The organization outlines several key points for consideration and action:
MEELAL acknowledges the forthcoming fifth session of the 12th Manipur Legislative Assembly, scheduled to commence on February 28, 2024, as the inaugural session of the new year. With constitutional protocol mandating a speech by the Governor under Article 176, MEELAL stresses the significance of this occasion.
The organization appeals to the Governor’s office to deliver the inaugural speech in English, citing the linguistic diversity of Manipur where a substantial portion of the population is not proficient in Hindi. MEELAL highlights the importance of effective communication, particularly amidst the ongoing conflict in Manipur, where the Governor’s speech could serve as a beacon of hope and strength. English is deemed a more accessible language not only in Manipur but also across the North East Indian states.
Furthermore, MEELAL requests that the translated Manipuri version of the inaugural speech be documented in the Meetei Mayek Script, alongside the current usage of the Bengali Script. This initiative is viewed as a significant stride towards promoting the rightful recognition and utilization of the Meetei Mayek Script, aligning with the amended definition of the Manipuri language under the Manipur Official Language (Amendment) Act, 2021.
Drawing attention to Section 2 of the Manipur Official Language Act, 1979, which defines Manipuri Language as Meeteilon written in Meetei Mayek and spoken by the majority of the Manipur population, MEELAL urges the Governor’s office to introduce the integration of the Meetei Mayek Script for official transactions recorded in the Manipuri language, alongside the current usage of the Bengali Script.
