MCPCR issues advisory on RTE Act monitoring and child safety in schools

The Manipur Commission for Protection of Child Rights (MCPCR), led by Chairperson Keisam Pradipkumar, has issued an advisory to the Directorate of Education (S) regarding the implementation of the Right to Education (RTE) Act, 2009, and the National Commission for Protection of Child Rights (NCPCR) Manual on the Safety and Security of Children in Schools.
Under Section 31 of the RTE Act, 2009, the MCPCR is designated as the monitoring authority for the Act’s enforcement in Manipur. The commission emphasized the importance of creating a safe and secure environment in schools, noting that children are valuable national assets. A child-friendly, safe learning space contributes not only to academic success but also supports the mental and physical well-being of students.
To ensure compliance with the RTE Act and safety guidelines, the MCPCR will conduct inspection visits to both government and private schools across the state. The commission has outlined several key areas for monitoring, including the mainstreaming of internally displaced children, prevention of corporal punishment, addressing bullying, and ensuring the protection of marginalized groups like the transgender community.
In addition, the MCPCR has directed the Directorate of Education (S) to appoint Zonal Education Officers (ZEOs) as Nodal Officers to assist in school inspections. Their involvement will ensure a more comprehensive evaluation and better implementation of child safety measures in educational institutions.
